SANTA FE, N.M. — Lots of people are calling Gov. Bill Richardson these days, “just to check in.” Barack Obama calls every three days or so. He called on Friday of last week, but Mr. Richardson was tied up with the Legislature, so he tried again on Monday and left a message on voice mail (“following up from Friday”) before finally connecting with his defeated presidential rival late Tuesday, and then again two days later.

Mr. Richardson took a half-hour call from Bill Clinton on Tuesday and received about 10 others — a typical day — from people calling “on behalf of Hillary”: former cabinet secretaries, mutual friends, elected officials. “Heavyweight types,” Mr. Richardson calls them.

“Barack is very precise,” the governor observed, sitting in his office at the New Mexico Capitol. The Obama campaign rarely pesters him with surrogates. Mr. Obama’s approach is like “a surgical bomb,” he said, while “the Clintons are more like a carpet bomb.”

MERRIMACK, N.H. (AP) -- New Mexico Gov. Bill Richardson ended his campaign for the presidency Wednesday after twin fourth-place finishes that showed his impressive credentials could not compete with his rivals' star power.

Richardson planned to announce the decision Thursday, according to two people close to the governor with knowledge of the decision. They spoke on a condition of anonymity in advance of the governor's announcement.

Richardson's campaign would not comment on the governor's decision, reached after a meeting with his top advisers Wednesday in New Mexico.

Richardson had one of the most wide-ranging resumes of any candidate ever to run for the presidency, bringing experience from his time in Congress, President Clinton's Cabinet, in the New Mexico Statehouse as well as his unique role as a freelance diplomat. As a Hispanic, he added to the unprecedented diversity in the Democratic field that also included a black man and a woman.

MANCHESTER, N.H. (AP) -- Democratic presidential hopeful Bill Richardson said Tuesday that he wants to keep the Iraq war front and center in the final weeks before the New Hampshire primary.

''Somehow it has dimmed a little bit from the centerpiece of discussions in this campaign,'' said Richardson, who focused on the war during a town hall meeting and planned to do the same during stops Wednesday. ''I intend to bring it back because the most important part of restoring the American dream is ending the war in Iraq, and it's the key to bringing our country together.''

A recent poll by The Associated Press and the Pew Research Center showed that the Iraq war continued to be the top issue for likely Democratic voters in New Hampshire, though it was about even with health care among Democrats nationally.

WASHINGTON (AP) -- Democratic presidential candidate Bill Richardson has moved 10 staff members from Nevada to Iowa, shifting resources to the leadoff caucus state where he's hoping for a strong dark horse finish.

Richardson spokesman Tom Reynolds said Tuesday the New Mexico governor also had sent ''some low-level field organizers'' from New Hampshire into Iowa. But he said top national staff from the campaign headquarters in Santa Fe, N.M., including the national political director, had been moved to New Hampshire for a net gain in that state.

Democratic rival John Edwards moved some of his staff out of Nevada into other early voting states in August because of limited campaign resources and amid uncertainty about Nevada's prominence.

Critics say the contributions raise questions about whether Richardson has used his leverage as governor to help fund his presidential aspirations, and whether his presidential campaign has become another avenue for state lobbyists to curry favor.

Richardson, however, maintains that campaign contributions don't influence him.

"There's no connection between donations and what happens in state government. That's always been an established principle," Richardson said at a recent news conference.

CORAL GABLES, Fla. (AP) -- The U.S. should pay teachers a minimum of $40,000 a year, add a federal student arts program and cover student loans for two years in exchange for national service, Democratic presidential candidate Bill Richardson told supporters Monday.

The proposals are part of a $60 billion education plan the New Mexico governor unveiled earlier this month.

Richardson also spoke about the need for greater international diplomacy, ending the war in Iraq and less reliance on traditional fuels. But he offered the most specifics on education, telling about 100 supporters at the Biltmore Hotel that he also would add 100,000 new science and math teachers.

Richardson also promised to ban junk food in schools and require mandatory physical education and universal pre-kindergarten if elected.

The New Mexico governor and former United Nations ambassador said ''solutions imposed from outside almost always fail.'' He added that he would talk with Iranian, Syrian and Iraqi leaders to try to stabilize the region.

Richardson routinely touts his foreign policy experience, which he says far exceeds that of his rivals.

''Have faith in this country. We're a good country,'' Richardson said at the Arab American Institute's National Leadership Conference in Dearborn. LAS VEGAS -- Lauding the National Rifle Association is not usually an applause line for a Democratic presidential candidate, but New Mexico Governor Bill Richardson -- knowing his audience -- was cheered when he brought the issue up in gun-friendly Nevada.

``I'm the only Democratic candidate [for president] who's been given an `A' rating by the NRA, Richardson told officers of a pipefitters and plumbers union here. ``I'm a sportsman, like you,'' he added.

Any political reconciliation in Iraq is hopeless until all U.S. troops leave, said Richardson, who repeatedly has criticized any proposals to leave support troops there. He said he would leave U.S. Marines to guard an embassy.

''Taking our troops out is the only way I believe that we can forge a diplomatic solution and political compromise,'' the New Mexico governor said. CEDAR RAPIDS, Iowa, Oct. 8 — By Bill Richardson’s own admission, he is neither the richest, nor the most popular, nor the most glamorous of the Democratic candidates.

But as Mr. Richardson, New Mexico’s governor, campaigns with a strongly antiwar message — that the troops in Iraq must be withdrawn now — he has managed to stand out from fellow Democrats, and has been slowly and steadily rising in the polls. His rise has not been enough to overtake any of the top three candidates, but he is edging closer and making an already complicated Democratic race even more so.

Polls show Mr. Richardson having the support of roughly 1 in 10 voters in Iowa, and about the same in New Hampshire. He has raised a healthy $5.2 million in the July-to-September quarter, just $2 million shy of former Senator John Edwards of North Carolina. And that money is translating into additional resources here in Iowa, where he now has 75 workers on the ground — about half the number of campaign workers Senators Hillary Rodham Clinton of New York and Barack Obama of Illinois have — and 15 field offices, again about half the number the front-runners have.

Richardson, the Democratic governor of New Mexico, said he would give any graduate up to $24,000 -- enough to pay tuition for four years at an average public university. For every year of service, students could earn two years' credit.

''The spirit of service is alive and well in our country,'' Richardson said Wednesday in a statement to the AP. The numbers could solidify Richardson's position behind the three top-polling and top fundraising Democrats -- Sens. Barack Obama and Hillary Rodham Clinton and former Sen. John Edwards.

The third quarter fundraising period ends Sunday. Richardson's was the only presidential campaign from either party to release end-of-quarter estimates. All candidates must file detailed financial reports by Oct. 15.

His performance could move him closer to Edwards in the race for money and will likely put him well ahead of the remainder of the Democratic presidential pack. Obama and Clinton lead the Democratic and Republican fields in fundraising.

New Mexico Governor Bill Richardson was supposed to be the cautious candidate Democrats respected but never got excited about. With his extensive diplomatic experience and his hunger for a return to the national stage--if not as a realistic candidate for the presidency then as a top vice presidential prospect or the next Secretary of State--the man who served as Bill Clinton's Energy Secretary and United Nations ambassador was tagged at the time of his January announcement as a deliberate, capable but almost certainly inconsequential contender for the 2008 nomination. But Richardson has refused to play his assigned role, and with an unexpectedly resolute antiwar stance and a freewheeling campaign style that distinguishes him from the field's punch-pulling frontrunners, he is the first member of the race's "also-ran" pack to elbow his way from the margin of error to the verge of serious competition.

Richardson has enjoyed as much as a 10-fold increase in assets after working in the private sector for two years as a consultant, lecturer and corporate board member -- including for energy industry companies -- and then as governor of New Mexico since 2003, according to a review of federal records by The Associated Press.

Richardson's assets are worth at least $3.5 million and up to $10.2 million, according to a financial disclosure filed in May with the Federal Election Commission.

The New Mexico governor and former Clinton Cabinet member launched his Women for Richardson effort with pledges to support pay equity, back limited Social Security credit for family leave, and appoint judges who would uphold abortion rights.

The Democrat spent $5 million in the three-month period, half of it on direct mail and television advertising designed to build his name identification and reach out to donors, according to detailed financial reports filed Saturday with the Federal Election Commission.

The money raised is far short of the amounts amassed by the leading contenders for the Democratic presidential nomination, Barack Obama and Hillary Rodham Clinton. But it pushes Richardson well ahead of lagging contenders such as Sens. Joe Biden, D-Del., and Christopher Dodd, D-Conn.

Talking with the enemy? What a concept. Ever heard the phrase, "Keep your friends close and keep your enemies closer?" Some scholars believe that for most of its existence the Bush administration, particularly the State Department, has booted untold foreign policy opportunites and the ability to affect regional outcomes favorable to the U.S. (think Iraq) because they have refused to engage diplomatically the very states that the U.S. should be keeping tabs on. Afterall, we talked frequently with the monolithic Soviets and had embassies in each country, did we not? We are trading with the once dreaded Vietnamese, are we not? The Democrats seem to be sniffing around this tree, looking for a political advantage.

WASHINGTON (Reuters) - Democratic presidential contenders Bill Richardson and Hillary Clinton said on Wednesday the United States should keep talking to Iran as part of an international diplomatic effort to persuade Tehran to abandon its nuclear weapons program.

Richardson, the governor of New Mexico and a former ambassador to the United Nations, said the United States should stop threatening Tehran and begin talks with no preconditions on its nuclear ambitions.

"Talking without preconditions does not mean backing off one inch over fundamental objectives, such as ensuring that Iran never acquires nuclear weapons," Richardson said in a speech to the Center for National Policy.

Presidential candidate Bill Richardson on Tuesday accused his Democratic rivals of creating too many escape clauses for President Bush to leave U.S. troops in Iraq indefinitely.

"We need to bring them all home," the New Mexico governor said.

In a speech before liberal activists, Richardson tried to differentiate himself in the primary race by stressing that he would leave "zero troops" in Iraq. He pointed out that his leading opponents have supported legislation that would leave behind an undetermined number of residual forces to train and equip Iraqi forces, among other things.

LAS VEGAS -- Gov. Bill Richardson has found a second home in Nevada.

The two-hour flight is not a short hop from the New Mexico governor's mansion in Santa Fe, but Richardson hopes Nevada will become a critical aspect of his campaign for the Democratic presidential nomination.

"You're now important," he told a group of Las Vegas Democrats last week. "You used to not be that important."

The decision by Nevada Democrats to move their caucuses to Jan. 19, 2008, making them second after Iowa's on the party's nominating calendar, was supposed to make the state -- better known for gamblers and showgirls -- a prime destination for presidential candidates. But so far, the gregarious New Mexico governor has been the only one to make it a priority.

Bill Richardson's folksy, unorthodox campaign style has been getting alot of media attention. And the verdict seems to be in: it may be fun to cover, but it may not be good for his political health.

The New Republic's Ryan Lizza penned a lengthy piece that he talked about Wednesday on MSNBC. Summarizing his take on Richardson, Lizza said: "He comes off as a very personable guy, very funny. And, you know, we always accuse these guys of not being candid enough, and in Richardson's case sometimes he is a little too candid and it gets him in trouble."

Everything about Richardson's impressive resumé seems to support the confidence that voters like this one have in him. He's a graduate of the Fletcher School of Law and Diplomacy at Tufts University, and he served as a foreign policy aide in Congress and at the State Department. As a congressman in the 1980s and 1990s, he made a name for himself as an international troubleshooter, parachuting into rogue states for face-to-face negotiations with dictators. His recent North Korean adventure shows that, even as governor of New Mexico, he has continued his role as America's de facto "undersecretary for thugs," a nickname he gave himself in the Clinton years.

Then again, a good resumé is not all it takes to win the nomination, and there are some signs that Richardson may not be the perfect candidate. In fact, as we get up from our seats to visit the play-by-play announcer's booth, Richardson does something I've never seen any politician do. There are two women sitting in front of us. They are both young and attractive, probably in their twenties. The governor rotates his large frame sideways and shimmies out of his row. The two women smile up at him. As he passes, Richardson reaches down and places his fingertips on the head of one of the women, tickling her scalp as he opens and closes his hand. Then, as he reaches for the next scalp, his hand suddenly aborts its mission, as if the governor realizes this wasn't such a good idea after all.

Richardson's touching problem isn't exactly news. In 2005, his lieutenant governor, Diane Denish, told The Albuquerque Journal that she goes out of her way to avoid sitting or standing next to Richardson because he's a little too grabby. "He pinches my neck. He touches my hip, my thigh, sort of the side of my leg," she told the newspaper, which illustrated the story with a photo of Richardson smiling mischievously as his hand reached around toward Denish's backside while the two sat next to each other at a public event.

"I would leave no troops in Iraq whatsoever," Richardson said. "The difference between me and the other candidates is, they would leave troops there indefinitely, and I would not."

He said a US withdrawal should be used as leverage to promote a reconciliation conference of sectarian groups, an all-Muslim peacekeeping force , and a donor conference to rebuild Iraq.

CONCORD, N.H. — Pauline Chabot raced down the steamy hallway, struggling to catch up with the presidential candidate. He had just brought a crowd of Democrats to its feet, cheering, and all she wanted was to shake his hand, wish him well, this man with so much going for him.

He's smart, and he's funny, and he's Latino. He believes in diplomacy, and has so darn much experience. He is Bill Richardson, and Chabot has a bright, bright vision for his future.

Only it's not the one Richardson has for himself. "I tend to think of him as a vice president in the end," she said, smiling.

New Mexico Gov. Bill Richardson may have the longest resume among the 2008 White House hopefuls, but his performances in two debates were not "impressive," longtime Democratic political strategist Bob Shrum said yesterday.

Mr. Richardson has had a "bad few weeks," including his recent appearance with Tim Russert on "Meet the Press," Mr. Shrum told reporters at a breakfast hosted by the Christian Science Monitor.

"It looked to me like he didn't prepare for it," said Mr. Shrum, who has a longtime losing record of advising Democratic candidates.

SANTA FE --Democratic presidential hopefuls New Mexico Gov. Bill Richardson and Connecticut Sen. Chris Dodd have agreed to participate in a candidate debate in September that's to be conducted in Spanish.

Univision Communications Inc., the nation's largest Spanish-language broadcaster, has invited candidates to a debate planned Sept. 9 at the University of Miami.

"Latinos are the fastest-growing segment of our population and this is a unique chance for all of the candidates to hear and address the concerns and priorities of this important constituency," Richardson said in a statement on Wednesday.

He was smiling, but a drop of sweat escaped his hairline and trickled down the side of his broad face. "I feel I did very well. I feel I am going to move into the first tier with this performance."

It may have been an overly optimistic prediction, though he probably would have made it even if he had fallen down on the stage, knocked over the lectern, and called Wolf Blitzer a four-letter word. This is a delicate a time for Richardson's presidential ambitions. Despite some good television spots and moderately upticking poll numbers in New Hampshire and Iowa, much has been going wrong for his campaign. "It's an important debate for me to do well," Richardson had confided on Saturday during a street walk in Manchester. "Because I need to break out."

SANTA FE, N.M. (AP) -- Democratic presidential candidate Bill Richardson, who promotes renewable energy as a way to wean the nation off of fossil fuels, has sold his stock holdings in the country's largest independent refining company.

Richardson owned stock in Valero Energy Corp. worth between $100,001 and $250,000, and had stock options valued between $250,001 and $500,000, according to a financial disclosure report filed earlier this month with the Federal Election Commission.

Richardson said Thursday he sold the oil company stock because ''it was just a distraction'' in his campaign.
