CLEVELAND, Ohio — Senator Christopher J. Dodd, a leading Democrat and an early candidate for the party’s presidential nomination, announced Tuesday that he was endorsing Senator Barack Obama.

Both Mr. Obama and his rival, Senator Hillary Rodham Clinton, had sought Mr. Dodd’s support after Mr. Dodd dropped out of the race following the Iowa caucuses last month. Announcing his endorsement at a news conference in Cleveland, Mr. Dodd said he was concerned that the campaign has become too divisive and suggested it had gone on too long. Mr. Dodd said on Tuesday that he had spoken with Senator Clinton before the announcement.

“I don’t want a campaign that is divisive here, and there’s a danger in that,” Senator Dodd said. “Now is the hour to come together.

Two experienced Senate veterans – Democrats Joe Biden of Delaware and Chris Dodd of Connecticut – abandoned their presidential campaigns after very poor showings Thursday night in the Iowa caucuses.

Neither mustered more than 1 percent in the intensely competitive contest won by freshman Illinois Sen. Barack Obama.

Biden was the most promising of the second-tier candidates, in large part because of his extensive national security experience, his chairmanship of the Senate Foreign Relations Committee and his realist view of the Iraq war.

It was his second run for the Democratic presidential nomination, the first being in 1988.

DES MOINES, Iowa (AP) -- Languishing in the polls, Democrat Christopher Dodd says he's banking on a late surge by Iowa supporters -- and might survive a finish as low as fourth place in the state's leadoff caucuses if too few show up.

''Iowans make up their minds late in this process and the door is still wide, wide open here in terms of people deciding,'' Dodd says. ''The last two weeks, they will make up their minds.''

Dodd is banking heavily on a good showing in Iowa to boost his long-shot campaign. He's even moved his wife and two young children to the state, and is devoting far more campaign time to Iowa than virtually all of his rivals. The campaign announced Wednesday that he would skip the Democratic National Committee meeting in the Washington area later this week to campaign in Iowa.

He dismisses his low standing in opinion surveys.

ABC News' Rick Klein and Raelyn Johnson Report: Sen. Chris Dodd is blasting former senator John Edwards for refusing to commit to supporting Sen. Hillary Clinton if she wins the Democratic nomination, as Dodd steps up an increasingly fierce critique of his Democratic rivals.

"I am surprised at just how angry John has become. This is not the same John Edwards I once knew," Dodd, D-Conn., said in a statement released by his campaign Tuesday. "Of course, we should all come together to support the nominee. I wonder which of the Republicans John prefers to Hillary?"

In an interview with The New York Times, Edwards, D-N.C., declined to say that he would definitely support Clinton if she wins the nominatino. "I'm not willing to talk about that at this point," he said.

Chris Dodd helped set off the biggest dust-up of this week's Democratic presidential debate by disagreeing with Hillary Clinton on whether New York state should issue driver's licenses to illegal immigrants.

But, as the Connecticut senator explained to Globe editors yesterday, his position on immigration is far more nuanced than his 30-second answer in the debate might have suggested.

He said that while he opposes giving driver's licenses because they are a privilege, he has no problem providing healthcare and education to illegal immigrants, because they are more of a right.

Dodd also said Democrats have to be reasonable and put limits on the services they offer illegal immigrants because otherwise Republicans will use immigration as a wedge issue.

JOHNSTON, Iowa (AP) -- Democratic presidential candidate Chris Dodd criticized two of his party's frontrunners on Friday, arguing that Hillary Rodham Clinton is too divisive to govern effectively and that Barack Obama lacks experience.

Dodd, speaking during a taping of ''Iowa Press'' on public television, raised questions about Clinton's chances of winning a general election.

Although she leads in national polls of Democrats seeking the party's nomination and is in the top tier of candidates in Iowa polls, Clinton also has a high negative rating.

''I think those questions are legitimate. I think people want to move on,'' Dodd said. ''I think the melodrama and all, we need to get behind us.''

CORAL GABLES, Fla. (AP) -- Democrat Christopher Dodd pledged Saturday that as president he would end a decades-old trade embargo with Cuba and lift travel restrictions to the communist island.

The Connecticut senator also said he would open an embassy in Havana and shut down the 17-year-old TV Marti, a U.S. government-run station that broadcasts to Cuba.

''Other than the war in Iraq, no other American policy is more broadly unpopular internationally,'' Dodd said of American policy toward Cuba.

Dodd called the policy an ''abject failure.'' As president, he said he would seek a repeal of the 1996 Helms-Burton Act, which strengthened the U.S. embargo against Cuba. He also said taxpayers should not spend millions of dollars annually on TV Marti, which virtually no one in Cuba sees, and that he would reform its companion, Radio Marti.

Dominating the field are fellow Sens. Hillary Rodham Clinton and Barack Obama, whose combined elective experience falls far short of Dodd's 26 years in the Senate.

That hasn't stopped Dodd.

Univision Communications Inc., the nation's largest Spanish-language broadcaster, has invited candidates to a debate planned Sept. 9 at the University of Miami.

"Latinos are the fastest-growing segment of our population and this is a unique chance for all of the candidates to hear and address the concerns and priorities of this important constituency," Richardson said in a statement on Wednesday.

Democrat Chris Dodd is continuing to call out his presidential rivals — and this time, he's naming names. A new campaign ad mentions an amendment, co-sponsored in the Senate by Dodd, that would end America’s "involvement in Iraq's civil war."

Dodd's first ad simply referred to his "colleagues running for president." But the latest spot name-checks the top two Democrats in the race. "Barack Obama and Hillary Clinton have changed their positions to follow Chris Dodd," the ad's narrator says. That's followed by a touting of Dodd's plan to deal with global warming — and the question of whether Obama and Clinton will follow Dodd's lead there, as well.

Compared with the recent sniping in the Republican field, particularly between John McCain and Mitt Romney, the Democratic race has looked like a campfire sing-along — remember the friendly first-name references in the party's first debate? It looks as though Dodd is hoping to change that, gradually ratcheting up the rhetoric in each of his two ads.

WASHINGTON -- The head of the Senate Banking Committee on Wednesday blamed the Federal Reserve and other U.S. regulators for setting off the crisis in the market for subprime mortgages.

The recent spike in delinquencies and foreclosures among homeowners with the higher-priced loans also was their fault, said Sen. Christopher Dodd, D-Conn. He accused the regulatory agencies of a ''pattern of neglect'' as banks and other lenders loosened their standards for making home loans to people with tarnished credit during the housing market boom in late 2003 and early 2004.
