HOUSTON — When former President George Bush stood beside Senator John McCain here on Monday and gave him a Presidents’ Day endorsement, it was just the latest chapter in the sometimes-tangled saga of the Bush and the McCain dynasties.

In World War II, Mr. Bush was serving under Mr. McCain’s grandfather, Adm. John S. McCain, in the Pacific when he was awarded the Distinguished Flying Cross for finishing a bombing run even after his airplane was hit; he bailed out at sea only after he had finished. Years later, Mr. Bush commissioned the guided missile destroyer John S. McCain, named for Mr. McCain’s grandfather and father, another admiral in the Navy.

If Mr. McCain has sometimes seemed to have a complicated relationship with Mr. Bush’s son President George W. Bush, he has always spoken warmly of the first President Bush — calling him last summer “maybe the nicest man that ever sat in the Oval Office.”

Former President Bill Clinton is speaking today in the presidential swing state of New Hampshire, but he is not speaking on her behalf; he is speaking with a Republican. And not just any Republican: Former President George Bush, the father of the man whom Mrs. Clinton routinely criticizes on the campaign trail as an incompetent and disastrous leader.

When it comes to the first President Bush, both Clintons appear to have a soft spot, and the feeling seems mutual. Mr. Bush and Mr. Clinton have come to consider each other to be practically family, people close to them say, spending time together golfing, boating and kibitzing about foreign policy. And Mr. Bush is fond of Mrs. Clinton, his friends say: Not only does he like strong women, but he enjoys her sarcastic sense of humor, her quick way with a zinger and her shared interest in the nitty-gritty of international affairs.

Democratic activists in Des Moines and Manchester, not just in Washington, question whether she can win the White House. No one in the West Wing is booking tickets to Iowa. No one is scouring matchup poll numbers or hiring campaign managers or dialing for dollars. As candidate after candidate jumps into the race for president, the White House sits unaccustomedly on the sidelines.

This is the first White House in 80 years without someone running for president, a twist of history that will shape not just the campaign but also the remainder of the Bush administration. With neither a president seeking reelection nor a vice president positioned as the heir presumptive, the Bush team will increasingly turn into a spectator in the nation's political debate.

Electapres.com Bush approval sagging in New Hamspshire

President Bush's approval rating continues to languish within the Granite State with 60 percent disapproving of the job he is doing. This is not likely to affect any federal races in NH as both US House seats look to be firmly Republican (Jeb Bradley [1st District] and Charlie Bass [2nd District]). On the flip side, the governorship looks like it will be retained by the Democratic incumbent, John Lynch. Neither NH Senator is up for re-election (Gregg and Sununu).
